MEMORANDUM OF ASSOCIATION

  1. NAME OF THE ASSOCIATION
  2. CENTRAL GOVERNMENT EMPLOYEES RESIDENTS' WELFARE ASSOCIATION, M. S. Apartments, K. G. Marg, New Delhi - 110 001

  3. ADDRESS OF THE REGISTERED OFFICE OF THE ASSOCIATION
  4. Address of the General Secretary to the Association shall be the official address

  5. JURISDICTION OR THE AREA OF OPERATION OF ASSOCIATION
  6. All Flats in Blocks A, B, C, D, E and F and area contiguous to the said Blocks including the attached Servant Quarters, Car Garages, Mother Diary (both Milk and vegetable outlets), Kendriya Bhandar, DMS Booth, CPWD Offices etc. popularly known as CURZON ROAD MULTI STORIED APARTMENTS AND HOSTEL at Kasturba Gandhi Marg, New Delhi-1.

  7. THE OBJECTS FOR WHICH THE ASSOCIATION IS ESTABLISHED
  8. To undertake welfare activities such as:

    1. To promote a clean and green environment.
    2. Organise Social Gatherings to promote welfare & socio-economic activities.
    3. Organise Sports and cultural activities.
    4. Security of personnel and material.
    5. Medical facilities for residents and CGHS Beneficiaries.
    6. Liaison with CPWD and other Govt. bodies to mitigate problems of residents.
    7. To ensure consumer protection by interaction with traders on quality & quantity of good.
    8. Monitor public distribution system including supply of essential items.
    9. To foster a spirit of mutual help and goodwill among the Residents.
    10. The Managing Committee will set targets in the above mentioned areas and conduct half-yearly reviews to assess the achievements. A copy of the Annual Action Plan of the Association will be forwarded to the Chief Welfare Officer, Department of Personnel,Welfare and Training and reference will be made to the achievements or shortfalls with reasons while applying for the grants-in-aid.
  9. The Association shall not take part directly or indirectly in any political or anti-government activities and will not associate with foreigners, foreign institution/association. The Association shall not bring to bear any political or other outside influence upon any authority in connection with its affairs.

  10. RULES AND REGULATIONS
  11. As laid down in tile model code of conduct and in accordance with guidelines of the Department of Personnel, Welfare and Training. Further, all Members shall abide with the decisions of the Association and the Executive Body which will be binding and final. For redress of grievances, the concerned member can put up a formal letter to the Office Bearers for their consideration.

  13. 01st April to 31st March

  14. MEMBERSHIP
    1. REGULAR
      1. All allottees of Govt. accommodation at M.S. Apartments and residing therein other than those mentioned at para 8(b) below.
      2. Spouse, son/daughter of the allottee also staying in the same flat in the colony.
      3. Central Govt. or Delhi Govt. officials permitted to share accommodation with allottee at M.S Apartments.
      4. The above mentioned regular members will be eligible to seek office, in the managing/Executive Committee.

    2. ASSOCIATE
      1. Defence personnel/Paramilitary personnel allotted accommodation at M.S. Apartments.
      2. Personnel of subsidiary offices of the Department of Posts & Telegraphs and allotted accommodation at the M.S. Apartments.
      3. The Associate members shall not be eligible to seek office in the Managing/Executive Committee but shall have the right to vote during elections to the Managing Committee.
  15. SUBSCRIPTION AND FEES
  16. As decided by the Members in the General Body Meeting separately for Welfare activities and Watch and Ward staff on monthly basis. Members are, however, permitted to pay in advance as well. No fees shall be levied for admission. Payment of fees alone does not entitle an automatic admission.

  17. MANAGEMENT
    1. The affairs of the Association will be managed by a Managing/Executive Committee comprising following duly elected members :-
      1. President ----------------------------- One post

      11. Executive Members ------------------- Two posts.

    2. The Office bearers and members of the Managing/Executive Committee shall hold office for two years. No office bearer, i.e. President, Vice President, General Secretary and Treasurer shall not hold office for more than two terms. A member of the Managing Committee may however, seek office after a lapse by one term to any of the above mentioned four posts.
    3. The quorum for ordinary meetings of the Managing Committee shall be 1/3 of the total membership. No quorum shall be necessary for emergent meeting.
    4. Every member present in the Managing Committee meeting shall have one vote. In case of equal division of vote. President will have the right to vote.
    5. The Committee shall meet once a month. A notice of 3 days will be necessary for all ordinary meeting whereas no notice is necessary for an emergent meeting.
    6. The Committee will look after the day-to-day affairs of the Association and will meet expenditure thereof from its funds. The Committee will not raise any loan to go into debt while conducting its activities.
    7. Election to the posts of office bearers and members the Managing/Executive Committee shall be held according to the existing DoPWT guidelines.
    8. The office bearers and members of the Managing Executive/Committee shall discharge their duties as per the existing DoPWT guidelines.
    9. The ordinary and extraordinary meetings of the General Body of the Association will be held strictly in accordance with the existing DoPWT guidelines.
    10. The Association shall not raise funds other than from following sources:-
      1. Subscription and fees as laid down in the constitution and/or funds raised from time-to-time on specific counts.
      2. Grants-in-aid from the Government.
      3. Donations from Government(s) or official bodies

    11. The Managing/Executive Committee shall operate the Association funds as per the existing DoPWT guidelines.
    12. The Association may sue or be sued in the names of the President or the Secretary.
    13. The Association shall not join/federate with any other Association(s) Federation(s) with out the prior approval of the DoPWT.
    14. The dissolution of the Committee and disposal of its property, funds etc will be done under specific circumstances as per existing DoPWT guidelines.
    15. The Managing/Executive Committee of the Association shall refer issues, which pertain to disputes regarding the functioning of the Association and can not be resolved through existing provision. In the constitution to the Chief Area Welfare Officer of DoPWT for intervention and his decision will be binding on parties.
    16. Considering the importance to ensure security of the complex, the Managing Committee may depute a member as the Officer-in-charge Security.
  18. NAMES AND ADDRESS OF THE GOVERNING BODY/OFFICE BEARERS
  19. The list of Office Bearers shall be sent to the Department of Personnel, Welfare and Training.
